If you are forming the company with 100% foreign ownership, the documents required are;
Attested copy of the license.
Attested copy of MOA.
Passport copy of the manager.
Attested copy of last year audited financial report.
Attested copy of power of attorney.
There are two ways to obtain a Professional License in Saudi Arabia:
For 100% foreign ownership: The investor must have 4 branches outside Saudi Arabia, and each branch should be at least ten years old. No minimum capital is required.
With a Saudi shareholder: There must be one branch outside Saudi Arabia, and the license should be one year old. The minimum share percentage for a Saudi partner is 25%. The Saudi partner must also provide a professional experience certificate in the same field. No minimum capital is required.
